- Consequences of Working Without the License: It constitutes illegal construction; the project cannot pass regulatory acceptance; the contractor bears full responsibility in the event of a safety accident and may also face fines from regulatory authorities.

 2. Basic Construction Qualification: Building Electromechanical Installation Engineering Professional Contracting Qualification (Level 3 or Above)

- Level 3 Qualification: Eligible to undertake cold storage installation projects valued below RMB 10 million, suitable for small and medium-sized cold storage facilities.

- Level 2 Qualification: Eligible to undertake projects valued below RMB 20 million, suitable for medium-sized cold chain warehouses.

- Level 1 Qualification: No monetary limit, suitable for large-scale cold chain logistics bases.

 3. Safety Production License

All construction enterprises must hold this license. Without it, they are not permitted to enter the site for construction. It is the fundamental guarantee of construction safety.

 II. Additional Requirements for Large/Special Cold Storage Facilities

1. Design Qualification: For large cold storage facilities exceeding 5,000 cubic meters, the design unit must possess a design qualification in the Commercial, Grain, and Materials Industry (Refrigeration and Cold Storage Engineering).

2. Fire Protection Requirements:

   - Insulation materials must achieve a flame retardant rating of B1 or above.

   - Cold storage facilities with an area exceeding 500 square meters require separate fire protection design review and acceptance.

3. Pharmaceutical/Food Cold Storage: Additional construction certification compliant with GMP/GSP standards is required to meet cold chain compliance requirements.

 III. Mandatory Personnel Qualifications (Construction Personnel Must Be Certified)

1. Pressure Pipeline Welder Certificate: Refrigeration pipeline welding workers must hold this certificate; welding without it is a violation.

2. Special Operations Electrician Certificate: Electrical wiring installation personnel must hold this certificate.

3. Refrigeration Worker Certificate: Personnel responsible for refrigeration system commissioning and maintenance must hold this certificate.
