What Qualifications Are Required for Cold Storage Equipment Installation?

Cold storage equipment installation is a special operation under dual supervision of special equipment and mechanical & electrical engineering. Qualifications are divided into three categories: legally mandatory qualifications (illegal construction without them), additional qualifications for special projects, and personnel certification requirements. New requirements for 2026 are as follows:

 I. Legally Mandatory Qualifications (Required for All Cold Storage Installations, None Can Be Omitted)

 1. Core Red-Line Qualification: Special Equipment Production License (Pressure Pipeline Installation GC2 Level)

The only legally mandatory market access qualification. Without this certificate, one is absolutely prohibited from engaging in cold storage refrigeration equipment and pipeline installation.

- Scope of Application: GC2 level covers 99% of commercial fluorinated refrigerant cold storage (design pressure ≤4.0MPa, temperature -20°C~400°C)

- Upgrade Requirement: Large ammonia refrigeration cold storage and ultra-high pressure cold storage require GC1 level pressure pipeline qualification

- Legal Consequences: Construction without a license violates the "Special Equipment Safety Law", resulting in fines of RMB 50,000-200,000 by market supervision authorities, failure of project acceptance, and full liability of the construction party in case of safety accidents

 2. Basic Construction Qualification: Building Mechanical and Electrical Installation Engineering Professional Contracting Qualification (Level 3 or Above)

Proves that the enterprise possesses professional installation capabilities for mechanical and electrical equipment, pipelines, and electrical systems:

- Level 3 Qualification: Can undertake small and medium-sized cold storage projects with a contract value below RMB 10 million

- Level 2 Qualification: Can undertake medium-sized cold chain projects with a contract value below RMB 20 million

- Level 1 Qualification: No monetary limit, suitable for large cold chain logistics parks and national-level cold chain bases

 3. Safety Access Qualification: Safety Production License

All construction enterprises must hold this license. Without it, they are not allowed to enter the site for construction. It is the legal guarantee of construction safety.

 II. Additional Qualifications Required for Special/Large Cold Storage

1. Large Cold Storage Design Qualification: For large cold storage above 5,000 cubic meters, and pharmaceutical/explosion-proof special cold storage, the design unit must possess the design qualification for the commercial and grain industry (frozen and refrigerated storage engineering)

2. Fire Protection Construction Qualification: For cold storage with an area exceeding 500 square meters, the construction unit must possess the professional contracting qualification for fire protection facility engineering, and the insulation materials must provide a B1 grade flame retardant test report

3. Pharmaceutical Cold Storage Compliance Qualification: Pharmaceutical/vaccine cold storage additionally requires GSP/GMP cold chain construction certification to meet the temperature control traceability requirements of drug regulation

4. Insulation Construction Qualification: For large cold storage insulation layer construction, it is recommended to possess the professional contracting qualification for waterproof, anti-corrosion, and insulation engineering

 III. Mandatory Personnel Certifications (None Can Be Omitted)

All operating personnel must hold valid certificates to work. Working without a certificate is a violation:

1. Pressure Pipeline Welder Certificate: Workers welding refrigeration copper pipes/steel pipes must hold this certificate. Pipelines welded without a certificate cannot pass special equipment acceptance

2. Special Operation Electrician Certificate: Personnel installing electrical wiring and electronic control systems must hold this certificate

3. Refrigeration Worker Certificate: Technical personnel performing refrigeration system commissioning and refrigerant charging must hold this certificate

 IV. Required Qualification Documents for Acceptance

When applying for acceptance by the Market Supervision Administration and fire department after cold storage completion, the following must be provided:

1. Copies of the construction unit's qualification certificates (stamped with official seal)

2. Pressure pipeline installation supervision and inspection report (issued by a special equipment inspection institution)

3. Copies of all construction personnel's qualification certificates

4. Third-party test reports for insulation materials and refrigeration equipment

 V. Methods for Verifying Qualification Authenticity

1. Pressure Pipeline Qualification: Log in to the "National Special Equipment Public Information Platform" and enter the company name to verify authenticity

2. Construction Qualification: Log in to the "National Construction Market Supervision Public Service Platform (Four Databases One Platform)" to verify

3. Pitfall Warning: Reject qualification affiliation (name lending). Require the construction party to provide original qualification certificates and social security payment records of construction personnel for the past six months to avoid "shell companies" that lend their qualifications
